1. Introduction
These Terms of Business (“Terms”) govern the use of PlateSeller.com (“Platform”), operated by Plate Seller Ltd (Company No. 15150352).

By using this Platform, you agree to be bound by these Terms.
These Terms operate alongside our Website Terms of Use, Competition Terms and Conditions, Privacy Notice, Cookie Policy, Acceptable Use Policy and Complaints Policy.
2. Eligibility
To use the Platform, you must:
- Be at least 18 years old
- Be a resident of the United Kingdom
- Provide accurate and complete information
- Have legal capacity to enter into a binding contract
We reserve the right to verify identity, address, and eligibility at any time.
3. Our Role as Broker
Plate Seller Ltd acts solely as an intermediary and is not a party to the contract of sale between buyer and seller unless expressly stated otherwise. By using the Platform:
- Sellers appoint us as their agent to collect payment on their behalf via Stripe Connect
- Buyers authorise us to administer payment handling via Stripe Connect pending completion of the transfer process
- Both parties authorise us to administer the DVLA transfer process where applicable.
The contract for sale is formed between the buyer and seller. Plate Seller Ltd is not the legal owner of listed registration marks unless expressly stated. The seller acknowledges that Plate Seller Ltd may rely upon the seller’s listing and representations when facilitating a sale.
We do not guarantee that a registration mark will sell or that a transaction will be completed.
We do not guarantee DVLA approval of any transfer.
4. Seller Obligations
By listing a registration mark, the seller warrants that:
- They are legally entitled to sell the registration mark
- The registration mark is not subject to dispute or third-party claim
- All information provided is accurate and complete
Binding Commitment
A binding contract for sale is formed between buyer and seller when a buyer completes payment for the registration mark via the Platform.
Once payment has been received, the seller may not withdraw from the transaction except with our written consent.
Failure to complete the transfer process after a binding sale may result in:
- Cancellation of the transaction
- Account suspension
- Liability for reasonable administrative costs incurred
Failure to cooperate may result in cancellation and account suspension. Sellers must ensure the registration mark is eligible for transfer under DVLA rules at the time of sale.
5. Buyer Obligations
Buyers are responsible for:
- Ensuring the registration mark is suitable for their intended vehicle
- Providing accurate vehicle and personal details
- Ensuring the vehicle complies with DVLA eligibility rules
We are not responsible for delays or failures arising from incorrect information supplied by the buyer.
6. Fees
No listing fees are charged to sellers.
Buyers are responsible for:
- The agreed purchase price of the registration mark
- A clearly displayed platform fee
- An administration fee for processing and transferring the registration mark
Fees will be displayed prior to checkout. All fees are stated inclusive of VAT where applicable.
Administrative fees represent payment for services provided and may be retained to the extent that services have been performed, except where required by law.
7. Payments and Stripe Connect
Payments made on the Website may be processed through one or more authorised third-party payment providers.
Payments relating to the purchase or sale of private registration plates and marketplace transactions are processed via Stripe Payments Europe Ltd using Stripe Connect.
Payments for competition entries are processed via our authorised payment processor Cashflows Europe Limited.
When making a payment, your card details are transmitted securely to the relevant payment processor and are not stored by Plate Seller Ltd. Payment processing providers are responsible for the authorisation and settlement of transactions.
By making a payment on the Website you agree to the applicable terms and conditions of the relevant payment processor and your card issuer.
Funds will be released to the seller’s connected Stripe account once:
- DVLA confirms successful assignment; or
- The transaction is otherwise completed in accordance with these Terms.
We are not responsible for delays, reversals, or chargebacks initiated by Stripe or card issuers.
Stripe Payments Europe Ltd is authorised and regulated as an electronic money institution and payment institution.
Payments are processed using industry standard encryption and security measures including 3D Secure authentication where required.
Where a payment is disputed, reversed, or subject to chargeback through a card issuer, Plate Seller Ltd reserves the right to suspend the associated account and investigate the transaction.
8. Commencement of Transfer Process
The registration transfer, assignment, or retention service (“Transfer Process”) will commence when:
- The Buyer has completed checkout and provided express consent for immediate performance; and
- Plate Seller Ltd has initiated administrative steps in preparation for submission to DVLA.
At the beginning of every deal, the Buyer is required to confirm:
“I request that Plate Seller Ltd begins processing my registration transfer or retention immediately and acknowledge that once the Transfer Process has been submitted to DVLA, I will lose my 14-day right to cancel under the Consumer Contracts Regulations 2013.”
For the avoidance of doubt, submission to DVLA constitutes full performance of the service for the purposes of Regulation 36 of the Consumer Contracts Regulations 2013, and the Buyer’s statutory right to cancel is lost at that point.
9. Cancellation and Refunds
Before payment: A buyer may cancel freely.
After payment but before submission to DVLA: Cancellation may be requested and administrative costs may be deducted.
Once the Transfer Process has been submitted to DVLA, cancellation is not permitted except where required by law.
Completion occurs when DVLA issues online confirmation of successful assignment of the registration mark.
Nothing in this section affects your statutory rights.
10. Transfer Failure
If DVLA refuses or rejects a transfer:
- Funds will not be released to the seller
- The buyer will be refunded the purchase price (within 14 days)
- Administrative fees may be retained to the extent necessary to cover reasonable processing costs incurred.
We are not responsible for rejection arising from inaccurate information supplied by users.
11. Disputes and Chargebacks
If a dispute or chargeback occurs:
- We may temporarily withhold funds
- We may request supporting documentation
- We may make a determination regarding release of funds based on available evidence
We will make a determination regarding release of funds based on the available evidence, acting reasonably and in good faith.
Where a chargeback or payment reversal occurs after funds have been released, we reserve the right to recover associated losses, fees, penalties, or administrative costs from the party responsible, including by deduction from future payouts where applicable.
12. Force Majeure
We shall not be liable for failure or delay in performance caused by events beyond our reasonable control, including but not limited to system outages, payment processor failure, DVLA service interruption, or acts of God.
13. Suspension and Fraud Prevention
We reserve the right to suspend or terminate accounts or transactions where:
- Fraud is suspected
- These Terms are breached
- Required documentation is not provided
14. Indemnity
You agree to indemnify and hold harmless Plate Seller Ltd against any claims, losses, damages, liabilities, or expenses arising from:
- Your breach of these Terms
- Inaccurate information provided by you
- Any dispute between you and another user
Competitions operated via the Platform are governed by separate Competition Terms and Conditions.
15. Limitation of Liability
Nothing in these Terms excludes liability for death or personal injury caused by negligence, fraud, or any liability that cannot be excluded under UK law.
Subject to this:
- We shall not be liable for indirect or consequential loss
- We are not liable for DVLA delays or refusals
- We are not liable for errors caused by inaccurate user information
- Our total liability shall not exceed the total fees paid by you to us in the preceding 12 months.
Nothing in these Terms limits or excludes your statutory rights as a consumer.
16. Changes to These Terms
We may update these Terms from time to time. The latest version will be published on the Platform. Continued use constitutes acceptance of any updated Terms.
17. Entire Agreement
These Terms constitute the entire agreement between you and Plate Seller Ltd in relation to use of the Platform.
18. Data Protection
Personal data is processed in accordance with our Privacy Notice.
19. Governing Law
These Terms are governed by the laws of England and Wales.
Consumers resident in the United Kingdom may bring proceedings in the courts of their country of residence.
Nothing in these Terms creates a partnership, joint venture, or employment relationship between users and Plate Seller Ltd.
